Action Items

*** 5 zone championships awarded for 2000 and 2001.

*** Approval of setting up and funding a web site with the domain name of colonieszone.org.

*** Approval of on-deck coaching at pool championships and the purchase of t-shirts for the coaches.

*** Approval of a budget for 2000 which is funded by a 15¢ per registered swimmer charge and eliminate the current $50 per LMSC charge for zone funding.

*** Reelection of Zone Rep for another 2 year term.

The meeting was called to order at 9:35 AM by Lynn Hazlewood, Zone Representative. Minutes were recorded by Debbie Morrin, Potomac Valley.

Minutes

I. Introductions

Get well cards for Dorothy Donnelly were passed around for members of the zone to sign.

The Zone Rep read into the record a list of achievements for zone members in 1999. They were: 1) 1999 Ransom Arthur Award-Jim Miller; 2) ISHOF Induction-Kelley Lemmon; 3) USMS Service Award Winners-Bob Kolonkowski, Jim Matysek, Lynn Hazlewood, Ed Nessel, and Art Mayer: 4) 2000 Rule Book Cover-Design by Tom Lyndon; 5) 2001 Long Distance 1-Mile National Championship-Empire State Masters; and 6) 1999 USMS National Championship Award-Jim Matysek.

Each LMSC had a representative give a short talk about the LMSCs activities this year and introduce the LMSC members present. Speakers were: Adirondack-Betsy Owens; Connecticut-Jack Geoghegan; Delaware Valley-Pat Timmins; Maryland-Barb Protzman; Metropolitan-Bob Kolonkowski; New England-Tom Lyndon; New Jersey-Rob Copeland; Niagara-George McVey; Potomac Valley-Jeff Roddin; and Virginia-Terry Sue Gault.

II. Zone Rep's Report

The Zone Rep passed around the zone mailing list for each LMSC to make corrections. She pointed out that the minutes for the April 1, 1999 zone meeting, the zone finance report, and the zone operating guidelines were in the recently published newsletter. No objections to these documents were noted.

III. Zone Championships Bids

The following zone championships were awarded:

1. 2000 SCY - 3/31, 4/1-2, Rutgers University, Piscataway, NJ, Rutgers Masters

2. 2000 Area 1 Open Water - 6/24, 3-Mile, John's Pond, Mashpee, MA, Mashpee Leisure Services

3. 2000 Area 2 Open Water - 7/15, 1-Mile, Atlantic Ocean, New York, NY, Empire State Masters

4. 2000 Area 3 Open Water - 6/4, 2-Mile, Lake Audubon, Reston, VA, Reston Masters

5. 2001 SCY - 4/20-22, Nassau County Aquatics Center, New York, NY, Empire State Masters

Terrapin Masters also presented an excellent bid for the 2001 SCY Champs. Bids for the 2000 SCM will be taken by the Zone Rep during the year. The 2001 SCM and Open Water Champs will be bid for at the 2000 convention meeting.

IV. Breakout Groups

Publications Work Group Report-Marcia Cleveland

Participants in the Publications work group were Harry DeLong, Ed Tsuzuki, David Grilli, Terry Sue Gault, CJ Lockman Hall, Barney Hungerford, Wendy Burge, Marcia Cleveland, and Rich Barkan.

1. Jim Matysek will set up a web site at pair.com by November 1. The domain name of colonieszone.org will be used if it is available.

2. Ed Tsuzuki will be the webmaster with Rich Barkan as a backup. The Zone Rep and designated LMSC reps will also contribute.

3. Access to the passwords and codes will be limited to the webmaster and assistant and possibly the Zone Rep.

4. The content and design of the site will be based on the current mock-up at www.mindspring.com/~lynhzlwd/colonieszone/.

5. To keep costs down, no special web features will be implemented at this time.

6. Cost to the zone will consist of a $25 set-up fee, $70 domain name fee (good for 2 years), and $5 - $7 per month. Total for the first year is $203.

7. MSA a motion to accept the Publications work group report.

Championships Work Group Report-Rob Copeland

Participants in the Championships work group were Cinco Calfee, Jill Springer, Bob Kolonkowski, Andrew Prial, George McVey, Rob Copeland, Leslie Cooper, Tracy Grilli, David Diehl, Nancy Miller, Pat Timmins, Ed Gendreau, Mike Laux, and Jim Miller.

1. The zone will run a series of 3 open water championships. A point system to determine overall champions for the OW series will be done in the future. The first year, swimmers will receive a participation award if they compete in all three championships.

2. The zone will not produce awards for individual championships.

3. Team championships are encouraged.

4. The suggestion to charge a $1.00 surcharge to compete for the participation award was overridden by the vote on the proposed 2000 Budget.

5. Suggest we keep searching for sites to hold SCM championships.

6. Continue to use on-deck coaching at pool championships. Leslie Cooper will coordinate.

7. Sponsors will be sought for the OW championships series.

8. Cost to the zone for the on-deck coaches t-shirts and publicity and awards for the OW championships should be $200.

9. MSA a motion to accept the Championships work group report.

Finance Work Group Report-Conrad Johnson

Participants in the Finance work group were Jeff Roddin, Jim Johnsen, Art Mayer, Peter Crumbine, Barb Protzman, Craig Campesi, and Conrad Johnson.

1. The zone will institute a fee per registered swimmer to fund zone projects. The current method of assessing $50 per LMSC will be eliminated.

2. Programs funded must be universally beneficial to the zone.

3. The fee will be no more than 50¢ per swimmer, the amount to be determined by the funding requirements. The close-out number from the previous registration year will be used for the calculations.

4. MSA a motion to collect 15¢ per registered swimmer for zone funding.

6. MSA a motion to accept the Finance work group report.

IV. New Business

1) The Zone Rep suggested that we ask for a larger room with sufficient chairs for next convention.

2) Lynn Hazlewood was reelected to be Zone Rep for the next 2 years.

3) The next zone meeting will be at the SCY Zone Championships on Saturday, April 1, 2000 at the conclusion of events for the day.
